21 BILLION; 691 MILLION; 666 THOUSAND, 716. It could have been our spring-like winter and/or more community involvement that made this year's flower count a memorable one by shattering the previously held record of 8 1/2 billion of 2002. Whatever the case may be, Victoria is covered in colourful blooms and we're not complaining!
